For too long, UFT President Michael Mulgrew has put political deals over protecting members. Instead of fighting for pension security and retiree healthcare protections, he’s cutting backroom deals and lobbying against legislation that would protect retirees.
Enough is enough.
🔹 What’s Happening?
📌 Intro 1096 is a City Council bill designed to protect retiree healthcare from being diminished. This bill would amend the Administrative Code to preserve health care choice for retirees from city service. The bill provides that the City must offer Medicare-eligible City retirees and their Medicare-eligible dependents with benefits equivalent to or better than those available to City retirees as of December 31, 2021.
📌 At the state level, S3607/A4639 (The Health Equity for Retirees Act) would provide additional protections for retiree healthcare. It prevents unions and the city from unilaterally cutting or altering retiree benefits without guarantees of equal or better coverage.
📌 Meanwhile, the Assembly just backed a massive pension gimmick (A3005) that lets NYC delay $10.2 billion in pension payments. This will cost an extra $7 billion in the long run—a budget trick that could hurt future pensions.
📌 Mulgrew and the MLC are fighting to kill BOTH Intro 1096 & S3607/A4639. Why? Because they take away their ability to make secret healthcare deals without retiree input.
📌 They claim these bills are “illegal,” but they are unable to cite a single law that proves it. Instead, they’re using political threats and lobbying behind closed doors to block both bills.
📌 Mulgrew sat SILENT while NYC passed a plan to defer $10.2 BILLION in pension payments. This means by 2044, NYC will owe $18 billion—risking higher costs and reduced benefits for Tier 6 members and future retirees.
This is a betrayal of working and retired educators.
🔹 Mulgrew’s Track Record: A Pattern of Selling Out Members
💥 2022: Medicare Advantage Disaster
Mulgrew pushed a private insurance plan for retirees that members overwhelmingly rejected.
💥 2024: Silent on Pension Re-Amortization (A3005)
While NYC deferred billions in pension payments, Mulgrew said nothing.
💥 2025: Blocking BOTH Intro 1096 & S3607/A4639
Now he’s fighting against retiree protections, because he doesn’t want to lose control over your healthcare.
Mulgrew isn’t protecting members—he’s protecting himself.
🔹 ABC’s Position: We Fight for Retirees & Active Members
✅ We support Intro 1096 because retirees deserve protections for traditional Medicare —not political games.
✅ We support S3607/A4639 because retiree healthcare decisions should not be made behind closed doors.
✅ We oppose pension deferrals that jeopardize Tier 6 and future retirees.
✅ We will not let UFT leadership make secret healthcare deals. We will act transparently.
If he truly believed in protecting benefits, he’d fight FOR Intro 1096 & S3607/A4639—not against them.
If he truly cared about your pension, he wouldn’t have stayed silent on A3005.
If Mulgrew truly believed in democracy, he’d let members decide.
